New CA Health Mandates: AB 2843 & SB 729 Kick In July 1, 2025 – Carrier Updates Included

Effective July 1, 2025, California will roll out two major healthcare mandates affecting fully insured plans: AB 2843 and SB 729. Below is an updated summary along with how carriers are responding.

AB 2843: Emergency & Sexual Assault Coverage

What it requires:

  • Applies to fully insured individual, small, and large group plans issued, renewed, amended, or delivered on or after July 1, 2025.

  • Requires no-cost coverage for:

    • Emergency room medical care

    • Follow-up treatment for survivors of rape or sexual assault, for up to 9 months after treatment begins

  • Carriers cannot require:

    • Filing a police report

    • Pressing charges

    • Convicting the assailant
